The Creek District Sidewalk Mosaic Program
Contest Rules and Guidelines

All adults aged 18+ are welcome to enter an original design for consideration, as long as they agree to fulfill the following obligations in the event that their design is selected. 

By submitting their work, the individual is verifying their eligibility and their willingness to abide by the stated terms and fulfill the obligations set forth in these rules and guidelines.

Upon the installation of the mosaic art work at its designated location, the artist of the winning design will be awarded a $650 check from The Creek District of Arts & Entertainment, a public unveiling ceremony celebrating their work, social media features, and a press release to local news outlets.

Artists, please read the “Artist Obligations” section carefully. If your art is selected, you will also incur cost as you work on creating your mosaic. It’s realistic to consider some of the $650 award as reimbursement for educational and material resources. 

Entry Fees:

The fee to enter a design is $25. 
An individual may enter up to 3 designs separately, paying $25 for each design. This money helps support this program and other outreach efforts of the district.

Artist Obligations:

The winning artist will be responsible for creating the mosaic artwork at their own expense, under the supervision of qualified artists in a studio workshop environment.

The program designed for this purpose includes the following:

Introductory Workshop (Optional)
Learn the basics of mosaics by completing a small project during this three-hour workshop. All tools and materials are included. Cost: $75 ($100 minus application fee).

Studio Time (Mandatory)
Work on the sidewalk mosaic with expert guidance as needed. All tools and materials are included. Cost: $20 per hour.

Workshops and Studio Time will be held at MissingArt.space at 901hub, 901 SE Johnson Ave, Stuart (in The Creek District). It is mandatory that the mosaic be created in this setting, under the supervision of Diane Concepcion and/or Corina Pelloni.

Every effort will be made to schedule sessions at accessible times for the artists. Mosaics are expected to be completed in a reasonable period of time, formally 60 or 90 days from the announcement of the winning artwork, specified by contest. 

All the appropriate and necessary materials and tools will be provided in the studio. Qualified, careful assistance and input will be available throughout the process.

If this expense represents a hardship for the artist, any portion of this expense can be paid as an advance of their $650 award, the remainder of which they will receive upon the installation of the artwork.

Artists are also expected to be present for the unveiling celebration for their installed artwork.

Submissions will be judged based on these factors:

  • Suitability for the designated location where the mosaic will be installed

  • How well the submitted design will translate into the mosaic medium

  • Originality and overall appeal of the concept

(A submission is just a concept or reference, so it’s okay to submit your original painting or photo or even a rough sketch.)

Judging Process

Entries will be judged anonymously down to three finalists.** 

These finalists will be announced, pending approval by the City of Stuart. If a design is not approved by the City, another design will be selected and subject to the same approval process until three finalists have been selected and approved.

A winner will be selected from the three finalists by public sentiment, as expressed by participation in a survey.

Finalists are welcome to promote their design and invite people to vote for them, as long as this is done in an honest and open manner. In the interest of fairness, all participating in the voting process are encouraged to fill out the survey only once. 

The judges reserve any and all rights to reconsider finalists and winners, exclude or disqualify any individual from participation, or make changes to these terms and agreements as necessary and/or at their sole discretion.

Judges

The Creek District Advisory Board will perform the task of selecting finalists with the aid of a City of Stuart representative and guest artist judges with experience with mosaic art. 

Finalists/Runners Up

Finalists not selected for a location are encouraged to enter again to be considered for another location. If they wish to submit the same design for another location, their application fee will be waived.** 

It is the responsibility of the finalist to communicate this interest to The Creek District Advisory Board. If a runner-up wishes to submit new art, they must begin the process again and pay an application fee of $25.

Media

The Creek District Board is overjoyed to share the work of local artists with the community, and therefore reserves the non-exclusive right to share and promote images of any and all submitted designs in print or digital form for the purpose of marketing the Sidewalk Mosaic Program, spreading awareness, educating the public, and judging public sentiment. 

Artist bios and statements accompanying submitted designs may also be used for the above stated purpose. 

We hope that artists will appreciate and capitalize on our efforts to publicize their work and actively and visibly participate in the process. 

Intellectual Property

Upon winning the contest, the selected design becomes the intellectual property of the City of Stuart. 

By entering this contest, all applicants agree that, if their design is selected as one of the three finalists, The Creek District Advisory Board and the City of Stuart have non-exclusive rights to distribute images of their design both digitally and in print at the full discretion of either agency without threat of legal retribution. 

If an Artist Defaults

In the event that a winning artist defaults and fails to meet their obligation to create the mosaic within a reasonable and specified time frame, the contest judges find it within their rights to either:

  1. Select a runner-up who is willing to create a mosaic for their own submitted work

  2. Delegate the creation of the mosaic of the winning design to a qualified party

The artist who defaults or fails to meet their obligation will not receive any payment for their design or be reimbursed for any mosaic workshops or classes attended.

By filling and submitting the application form, applicants are asserting their full willingness and intention to abide by these guidelines.

**An exception to the anonymity of the judging process occurs when a finalist not selected to create a mosaic re-submits work for consideration for another contest. The judges will be familiar with the submitted work as it comes up for reconsideration. This exception is acceptable to the parties coordinating this effort and will help ensure the most appropriate designs are selected for each location. In all other instances, the parties administering the contest strive to judge submitted work without foreknowlege of the artists’ identities, and to be as fair as possible in all respects.
